As for the cognitive aspect， this book studies the mutual recognition between China and Latin America. As for the practical aspect， this book discusses especially since the 21st century the condition of bilateral communication in various fields (which involves government， the official dialogue mechanism between enterprises and people， professional forum， the group of people， the principle of enterprises， culture industry， media， education， teenager， art， physical education， tourism， publishing industry， science and so on.) and analyzes some of the problems and comes up with some suggestions to optimize and improve the bilateral communication. This book is not only the systematic review and summary， but also faces the future， puts forward policy recommendations on the basis of reviewing the insufficiency of China’s “charm offensive” in Latin America， to enhance China’s national image in Latin America. Therefore， this book makes sense in telling well the Chinese stories to Latin America， especially the friendly China-Latin America stories， to promote the people-to-people bond between China and Latin America， thereby further enhancing China’s national image in Latin America. This is the core of the policy， practical and social significance of this book.
2.4.2 ?Cómo establecer un consenso entre China y América
Latina?
La formación del consenso parece ser una cuestión meramente
intelectual， pero no es así porque el consenso requiere de la aprobación
subjetiva de todos los participantes， así como su concreción y posterior
aplicación en todos los niveles. Por ello， crear un consenso bilateral no solo
se limita a las iniciativas y políticas intergubernamentales o ministeriales，
sino que debería ser la creación de conceptos orientada a la sociedad de
ambas naciones. Las vías y los participantes en la creación de consenso
también deben ser diversos.
2.4.2.1 Aprovechar los mecanismos de cooperación para promover la
diplomacia ideológica
Los mecanismos son un reflejo de la sistematización de la cooperación.
Los conceptos que sustentan la creación del mecanismo y los objetivos que se
pretenden alcanzar， así como su configuración y funcionamiento， todos están
influidos por factores culturales. El buen funcionamiento del mecanismo
depende de que ambas partes reconozcan esos elementos culturales.
Mediante el establecimiento de mecanismos o marcos de cooperación， las
partes pueden llegar a un acuerdo conceptual sobre las cuestiones pertinentes
y contribuir a superar la “heterogeneidad” y buscar la “homogeneidad”. Ya
existen mecanismos de cooperación que han sido mejorados entre China y
América Latina， los que abarcan todos los niveles y esferas de la cooperación
integral a nivel interregional， la cooperación bilateral y la cooperación
industrial e intersectorial. A través de estos mecanismos de cooperación se
puede determinar y proponer un consenso multinivel y multisectorial.
