2011年,国家公共文化服务体系示范区(以下简称公共文化示范区)项目启动,120个公共文化示范区在创建过程中,通过制度设计研究、创新实践和研究成果转化形成了公共文化示范区制度体系,集中体现了我国公共文化服务体系建设的实践成果、制度成果、理论成果。本书明确了公共文化示范区制度体系的建设路径、主要内容、理论与应用价值,并在该制度体系框架下聚焦公共文化服务均衡发展制度、社会力量参与制度、公共数字文化制度和融合发展制度等重点方面,详细阐述公共文化示范区制度成果的时代背景、主要内容与创新价值,进而回归普遍规律提炼出国家公共文化示范区制度体系的建设成效、现存挑战与深化路径。

刘晓东,女,中国人民公安大学公安管理学院讲师,北京大学管理学博士。承担省部级课题1项,作为主要成员参与多项国家级、省部级项目,在专业核心期刊发表学术论文10余篇,参编专业书籍9部。任《图书馆论坛》等核心期刊外审专家。主要研究领域为公共文化服务、文化治理。

几番修补订正,博士论文终得付梓。四年燕园,从图书馆的晨光熹微到博雅塔的灯火通明,从未名湖畔的理论求索到44个国家公共文化服务体系示范区的调研走访;从浩如烟海的制度文本研读,到与基层文化工作者的深度交谈,这场关于公共文化示范区制度体系建设的学术远征,终在纸页翻动间凝成永恒。
国家公共文化服务体系示范区是“十一五”以来我国公共文化服务领域备受瞩目的重大文化惠民项目,共计120个城市(地区)获得国家公共文化服务体系示范区称号。“城市书房”“文化礼堂”“文化大院”打通了公共文化服务的“最后一公里”,“文采会”“云平台”让优质文化资源直达基层,“飞阅计划”“流动博物馆”让公共文化产品和服务“活”了起来......这些鲜活的场景,是公共文化服务体系示范区的真实缩影,更是我国公共文化服务体系繁荣发展的壮阔之景。正如费孝通先生所言“各美其美,美人之美,美美与共,天下大同”,正是这些绽放在中国大地上的创新实践,让我明白,文化治理不是抽象的概念,而是无数人在具体岗位上的用心奉献。正如我们在调研中反复验证的:好的制度设计必须回应真实需求,扎根具体场景。
