罗凤娥，中国民用航空飞行学院空中交通管理学院教授，硕士生导师，研究方向为航空公司运行管理、运行控制：持有CAAC、FAA飞行签派员执照，CAAC航行情报员执照；担任飞行签派检查委任代表，作为核心团队成员参与了ICAOCBTA手册(Docl0106)的编写：与COMAC及多家航空公司开展校企合作，推进产教融合；作为主编，在航空运行控制、DRM、签派培训等领域出版多部专著和教材；2017年获民航局“五一巾帼标兵”荣誉称号。
